Custom Reports for Employee 'ALL'

We were running payroll last week and missed some employees that were deactivated. We are using the Custom Reports endpoint and only active employees are being shown when we put in the date range. In the Humanity Dashboard, we have the option under Employee to select 'ALL' at the bottom of the list which gives us Active and Deactivated employees. Is there a way to make this same call via the API?
